Opera Mini is a proxy browser. When your OM tries to access a page, it sends a request to the Opera Mini servers which fetch and download the page to the servers. The servers then compress the webpage, breaking any and all media (Flash, Quicktime, etc. including animated GIFs), and send the page to your OM.
There is no way to get animated GIF support without disabling the compression servers which will never happen as then we wouldn't have Opera Mini anymore would we. The best you can do is open an animated GIF with your native or alternate browser.
