Windows Phone is too locked down to really be seen as a viable platform to develop for. There are too many restrictions put in developers way and access to certain API's are either too restricted or non existent. Tell me how many web browsers are available on Windows Phone that don't use the built-in IE engine and are pretty much just user interface add-on's or modifications.
I don't see it happening until Microsoft allow more access to to Windows Phone from a developers point of view. Blame Microsoft, they are the ones stopping or restricting the development and expansion of Windows Phone, so go and complain to them.
