I dont think there is such option even for desktop Opera. A user is not able to set custom speed dial image, but the website owner has control over this at least if http://dev.opera.com/articles/view/opera-speed-dial-enhancements/ still applies. Wait, this does not work in Mini only in Mobile and desktop Operas.
