I am not well versed with windows phone os
Follow these instructions;
1.Check your internet connection and you data plan,if both of these are working
2.uninstall Opera mini then reinstall it (back up your bookmarks using Opera link)
3.try testing your connection by; O button (bottom right corner)>settings>advanced>network test.
If your connection is working fine it should say "you have a working network connection"
Try doing this this might solve the problem.
